As of 1 January 2023, under the Economic Partnership Agreement signed with the EU and the Eastern and Southern African States (ESA), Madagascar will abandon EUR.1 and approved exporter status and switch to a preferential declaration of origin issued on a commercial document and drawn up by :

  • an exporter registered in the REX/Registered Exporters database, or
  • any exporter for any consignment where the total value of the originating products does not exceed €6,000.

As of 1 January 2023, EUR.1 movement certificates issued by Madagascar and invoice declarations made out by approved exporters will no longer be accepted.

  • As a reminder, EU exports to the AFOA countries (Seychelles, Zimbabwe, Mauritius, Madagascar and Comoros) are already covered by :
the declaration of origin on a commercial document, drawn up by a Registered Exporter in the REX database,
  • or by any exporter for any consignment where the value of the originating products does not exceed €6,000.
